How usage works: generate_chart, generate_composite_chart, and get_transits each use one API unit only after validation reaches calculation. resolve_timezone, get_reference_item, and search_celebrities are non-consuming. Invalid arguments, denied tiers, initialize, ping, and tools/list also consume zero.
